I'm not sure from what you are reading this, but when there are both national and local sororities on campus, they're usually listed together (as a Panhellenic courtesy). The NPHC has their own rules. In Baird's Manual, the NPC sororities are listed separately from the locals, as are the NPHC.
When a local sorority attends the campus Panhellenic Council, they are subject to the same rules as the national sororities. Hope that helps!
