Back then, when the AP broke it, they said that it was just a diplomat from South Korea. However, further investigation has revealed that he was actually a South Korean Intelligence Agent.
The point is that the current Korean leadership for some reason or another (my inner conspiracy theorist tells me that there's some DPRK influence there) does not like the Bush white house. Reunification is a big deal over there and some in the South (those who don't remember the war) think it's possible.
Those that think taht the DPRK is just going to give up power and allow the Democracy of the South to spread are purely delusional.
