As for it being Bush propaganda, it's an AP story. Those guys generally do better fact checking than Dan Rather.
Far Eastern operatives giving money to Democrats is nothing new though. As I recall, the Dems got caught with their hands in the cookie jar a few years back and gave some 7M back to the Chinese.
I guess these are some of those foriegn leaders that told Kerry that he needed to win.
