Thanks 33girl. I should have known/guessed what it was. A few years ago those ghastly "PAR" people showed up here with a wad of cash from the Robert Wood Johnson Foundation. Grim, humorless people, dark-clothed, Taliban-like. They put money in the hands of the local police as rewards for harrassing students. The only joy they seem to find is in punishing young people.
Of course my view is not universal. Fortunately, the University is trying a variety of approaches - not just the PAR inquisition - like partnering with the local beer distributors to promote responsible drinking. The real culprit, I think, is the 18-drinking age. One of my pals is the chapter advisor for another fraternity on campus and he says what the undergrads do now is hold "pre-party parties" where they tank up as fast as possible, then drive to the main party where they're not allowed to drink. He says, "At least if theyre drinking in the fraternity house where their friends are looking out for them, they're not driving. These rules are actually encouraging them to drink and drive!"
