Oracle comes out monthly while school is in session and goes to Chapter Exec Officers, International Officers and Advisors. It is now an email communication so we are getting alot more of them then we used to when it was snail mail.

I believe they compile the subscription list based on the Chapter Master profile submitted each semester.
