The following information comes from the article.
"Christopher Dunn, associate legal director with the New York Civil Liberties Union, said arguments about freedom of expression aside, the cost of staging the rally on the West Side Highway would be prohibitive to event organizers.

"They can't afford it," he said, referring to the $631,000 price tag for sound equipment and jumbotrons. Event organizers estimate that it would cost less than half - or $250,000 - if the rally were held in Central Park."

Here is where it get interesting. The costs involved to protest. I think it's wrong for the event organizers to expect that NYC taxpayers should pick up the tab for repairing and resodding the park after it's use. Poor planning on their part for not thinking about the extra fees involved to have something of this size. I think the crowd estimates were low in the story if the protesters did have their Cental Park location.
