Yes, the entire website is being changed - I have seen the "working version" at VLS - the Technology Committee was able to show attendees some of the new screens.
I believe the current status is that each page has to be reviewed by council to ensure all the language is what we want it to say - there are many more links than we currently have and I imagine that it is taking council a lot longer than originally expected to get through that. I was also told that we have more content on the site than originally planned - they purchased some amount of space with room to grow & have begun to fill part of that space up.
I have specifically seen the member search screens and the "chat" screens. There'll be a basic "chat room" for instant chatting and a forum almost identical to this one.
