That's what I heard too. I think it has to do with the use of release figures and making the larger houses cut more women early on--the idea being that it will either make quota less or women will have to consider some of the smaller/mid-sized houses and it will have the effect of evening things out a bit.

From what I've heard, NPC is piloting a system similar to this, but UGA is using their own version of it.

The alternative to this new system on many campuses is that you end up with quite a few women who are not matched anywhere, and you are faced with either having to do quota additions for the larger chapters (not good because it makes the large chapters even larger and keeps the smaller ones from making quota), or you just have a lot of really unhappy women on bid day who have done everything they thought they needed to do and still end up short-changed.

IMO--this is better!
