I think that specifics for ritual/pin attire should come from the national org and be VERY specific - I'm talking writing in the membership manual "skirts must be so and so length, pants must be linen or wool" etc. The "in good taste" just doesn't cut it.
Although maybe some of the girls in the skimpier tops were wearing them under the I Dream of Jeannie outfits.
