I think I read somewhere that some NPC groups are insisting that all their chapters be at total - and are enforcing it by fining chapters who are not!

Is this true? I sure hope that I misread it somewhere, because it goes against logic. Smaller chapters have higher per active costs and usually need all the money they can get!
