The PNM may not like her legacy chapter at that particular school, or may want to do it "on her own" (i.e. be chosen because of her, not because of her mother). She can still get a rec, but she doesn't have to put down she's a legacy if she doesn't want to. It's her prerogative.
I would guess when chapters cut based on things like someone being a legacy to another group, it's because they have a huge amount of rushees and HAVE to make cuts and are looking for something, or because the PNM has told them straight out that she's pledging her legacy group.
