I think it's someone currently living -- she does say that the person is wearing "spectacles" (did wizards have them 1000 years ago?) and "walked with a slight limp." (Yes, I know a person in a painting could walk, but my gut tells me she's describing a real person.)
Aberforth? Maybe, but wouldn't he look more like Dumbledore -- and be more goatish than lionish?
