If he keeps doing it, you should round up your neighbors and everyone can chase him down and beat him up - There was this guy exposing himself to these Catholic schoolgirls in Philly last year sometime, and they all got sick of it and chased after him. These two guys caught him and held him down and the girls took turns hitting and kicking him. The girls ended up getting commended from the police department for their actions.
