It is rare that you will find a campus outside the US/Canada that permits single-sex organizations.
However, I imagine you could start a great co-ed group. A few of my undergrad roomies were in groups like Delta Sigma Pi, and they had a great time, and had strong fraternal bonds with brothers/sisters.
