Yes, while I will acknowledge that some NPCs in their "early days" had discrimination skeletons in their closet, not all of them did.
Some NPCs were set up to as a response to discrimination as well. For example, AOII started as a response to a Jewish girl getting cut from another group (Discrimination based on religion), so her friends and she started up AOII. Phi Sigma Sigma and Delta Phi Epsilon were founded on the basis of being all-inclusive in terms of ethnicity and religion, or non-denominational (or something like that).
