As to the shorts rule - if you are larger or have short arms it's a good one to follow anywhere. Megan, I'm 5'8" too
so I know exactly what you mean - things that look cute on short girls can be kinda dicey on us because there's so much leg there. I would say if you have thin thighs, shorts that stop about 4" below your crotch should be fine. If you are "blessed" with thighs like mine go a little longer.
I've got some from Union Bay and Eddie Bauer that are a nice length.
