"Can" but don't generally. At least in NJ. Here in NJ even a PBA card will get you out of most tickets. And family members of policeget a special "shield" that says family member on it.

During my EMT certification one cop was relating a story: They were trying to pll this one guy over and he wouldn't stop, so they went on this merry goose chase and even road blocked the road ahead of him. They found out he was a cop also. They let him go. Even after like 3 cities and the state police were involved.

There are no quotas. But it looks like a cop isn't doing his job if he doesn't give out tickets when all the other officers in the department do.
