If Tri Delta is colonizing at your school, the process may be slighly different because recruitment for a colony is unique. I would start by finding out from your school's greek affairs office what the timeline and process will be for recruitment into the new colony. You may be able to ask greek affairs about how to handle or procure recommendations. You should also ask them about whom they should be sent to.
To answer your question, I don't think it would hurt to contact local alumni for a recommendation, once you know when you will need it and who it can be sent to. I am sure that the local alumni are busy helping with the colony, but I think they will be excited to see that girls are showing a strong interest in Tri Delta and having the foresight to seek a recommendation from an alumna. Be polite and understanding about the fact that the alums may be very busy, especially with the new colony.
If there is any concern that providing you with a recommendation is in any way "inappropriate," I am sure that they will let you know if there is a problem. However, I think that is unlikely, since finding great girls with sincere interest is an important part of building a successful colony.
