It's pretty recent. I thought that it was a bit odd but after I thought about it, it seemed like a good idea. While this chapter is meeting the needs of online students, they are definitely encouraged to affiliate or associate with a land chapter. I assume that, if their expereince is positive enough, they will pursue developing land chapters of their own. That is, of course, if none are in their area.
