We can't require PE because the competitive nature of the games might damage the delicate self esteem of those children who are less athletically inclined. God forbid we show children that they do, at some point, have to lose in life.

Seriously. I was a tiny little 40 lb asthmatic runt and not only did I survive mandatory PE grades K-8 (if you were in marching band you didn't have to do PE at my high school) but I'm glad that I did it. My self esteem was never damaged. Now the rest of me, that's another story!
