Local-No, a local sorority can not become an NPHC sorority (or fraternity) like they can in NPC. However, if those women want to get together to form a chapter of that sorority, that's possible. (See next answer )

EQueen-Different organizations have different policies about that issue. In most of the orgs, the grad chapter in that area is responsible for helping to charter a collegiate chapter. (There are other avenues too, so this is a 'general' response) For more information on how to go about forming a new chapter, the interested women should contact the local grad chapter or contact the HQ of the org to get more specific details.
