I think that there are too many risk management issues involved with keeping locals around. There are no established rules regarding hazing, you NEED insurance, it's just not a great idea. It is the support system that comes with going national that makes it the best choice in the long run. We were local before we went national and there were too many consequences we did not know how to deal with when we acted in the ways we did because we had no one to answer to. I am not saying this is you, but, hey, when the cat's away...What is the issue you have with going National? What sort of restrictions do you not want? Because truthfully, some locals do not want to go national, because of what they WON'T be able to do any longer...Also, you say you don't want to be National, but you do want to spread....What's the difference?I think many locals fear their rich history will be absorbed and forgotten, but it never will if you make sure it is remembered...None of my post is hostile, its just what I have experienced. I have been on both sides, local and now National. I am SO glad we went National. It was the best experience of my college years...
