I don't think law enforecement really concentrates on users. They focus on distributors. So, in a sense, your argument needs to be tweaked.
I'm personally for legalization almost accross the board. About the most potent stuff I'll touch is my home brewed beer. However, just because the law says that it's illegal to light up a crack pipe, it doesn't really stop people from doing so. I really like what they've done in Holland regarding drugs. For the more dangerous types of drugs, people are required to take them under government supervision. Sounds expensive, but is probably a lot cheaper than our current enforcement alternatives and certainly safer for law enforcement officers.
