Not typically true. Rap, Hip Hop, Techno usually have digital "beats" that have synthetic bass lines. These bass lines are made to be reproduced by subwoofers that play in a range of usually around 30-300Hz or so. That happens to carry through walls a lot better than higher frequencies.

That's why when someone pulls up next to you with their stereo blasting you can only really hear the "thumping" part. Country, rock, etc. don't usually have synthetic bass lines (but it's not unheard of).
