They are not chocolate. I think they are tart or sour and sweet candies. I just did a google search. (Boy am I ever bored tonight, lol!) According to

So American Smarties are more like Canadian Rockets. Canadian Smarties are like American M&M's. If you want to eat Canadian Smarties at Convention, I think that you need to bring them. If you bring Smarties, make sure you have enough for everyone, lol!
