I'm not sure how much the credit card company will help unless there is evidence of fraud. In the meantime, I would email the seller and ask what the story is, if they dont get back right away, then threaten to email Chi-O National and every Chi-O chapter in the country about your problem. If you still don't hear back, then you've probably been taken. The people to email if you suspect fraud are the FCC and then your credit card company.
Hopefully, the people will respond and live up to their obligations.
