I had a look on Findlaw but without more details I couldn't say what it is.

If it's a civil rights case you might mean:
Adams v. Richardson, 480 F.2d 1159 (D.C. Cir. 1973) ?

(upholding action against HEW under APA for failure to enforce antidiscrimination provisions of Title VI).

That case seems quite popular to cite. On Findlaw.
