He CAN, but the paperwork bullsh*t takes forever. His brother got married in Dec and sent in his paperwork the next day. His wife (the receptical) called about a month ago to figure out where the papers were in the process and the person told her that they were still working on paperwork from March 2002. So yes, he can and will get papers, but it will probably take years.
People look down on Mexicans because they're "illegal" (How can a person be illegal?? Drugs are illegal, certain guns are illegal, vandalism is illegal...not people... ), but most/all of them would go through the system if the system worked. And people argure that if they can't get in legally, they should just stay out. I bet that same person would change their tune if they worked 60 a week in a hot kitchen for $450, instead of in an air condtioned plush office, work when they feel like it and pull down a six figure salary.
