Basically, I think it's mostly personal. I would say that "the Midwest" covers the western half of Pennsylvania through Iowa. To some people who live out West, they consider Wisconsin to be "on the East Coast." To some people who live out East, they consider Wisconsin to be "on the West Coast."

Funny how it's all relative. People who came here from the East coast tend to call Colorado part of the midwest. People from the actual midwest (i.e. Iowa) think of it as western. Geography is all about who you're talking to.
