They were on a list of Federalist nations. Federalism can exist in many forms. As a seperatist Republic (i.e. the US) as a monarchy (i.e. Spain) as a parlimentarian Republic (i.e. Cananda) as a Republic of Republics (i.e Russia), as a group of allied principalities (i.e. United Arab Emirates), etc. See in Swizzerland at the International Conference.
