Was not aware that he was turning himself in.
That would be different in my opinion than someone caught on the battlefield or before the comission of a terrorist act.
I didn't read the original news story (oops). In this instance, the contractor should be brought to justice.
Otherwise, I feel they should be treated in the same way they treat us. Perhaps we should behead them?
