I agree that having a Panhellenic doesn't mean you can't have and participate in a Greek Council.

On my campus our Inter-Greek Council is the dominant council which includes NIC, NPC, NPHC and local GLO's. It meets weekly and takes care of booking tables at the Club Fair, IGC Rush Fair, Greek Week, PR, inter-greek spats, inter-greek event publicity and recognition of new GLO's.

Our Panhellenic is separate and meets during formal recruitment to schedule recruitment and enforce our rules and when any other issues may arise.

The only real problem I could see arising with our current arrangement is a local sorority could come on campus without NPC approval but by getting the support of the IGC.
