Ditto what has been already said: 2 or more NPC sororities -> form a local Panhel. Whichever sorority has been on campus longer should take the initiative.
There is nothing to say you can't have a Greek Council as well. When I was an active, all fraternities, sororities, and independent living groups (think co-ed fraternities) were members of IFC, except I believe for the NPHC orgs. Sororities also had Panhel, and the ILGs also had their own council. So there's no reason why you can't have an IFC and Panhel and a Greek Council, as long as it is well established which groups handle what.
