Ditto-ing everyone else about the Green Book rules, but I'm going to add in my personal experience. Our Greek Advisor wasn't too found of having seperate councils, not because of sexism, but he didn't feel that NPC/IFC/BGLO/MGLO should be seperate from each other. Instead, we had Greek Council which oversaw everything.
Our Panhellenic(of which I was on the E-Board) oversaw recruitment, all sorority philantrophy events, handled PR, and made created bylaws that was sorority specific. We had to be invited to Greek Council, and Greek Council had to be invited to come sit at our meetings. We didn't even have an IFC or anything else. Basically, Panhel existed cause it had to exsit and for recruitment.
