One thing that was a consideration when I lived in Alaska, was a counseling session/waiting period for abortions. There was the issue of travel. Canada, much like Alaska, has a lot of remote areas that don't have local services, and require many arrangements for medical care. For those that have to come for far away, that session could be an issue with travel, lodging, and cost. I am not sure exactly how abortions are handled (government hospitals, clinics, doctor's office, etc) but for those far out there, it may cause a hardship. Also depending on the area, by the time she realizes she is pregnant, the window of opportunity may be closing. The situation that was put forth in Alaska is something like this: girl goes to big city, gets a counseling session, is persuaded to change her mind, returns home, then decides not to have baby, has to go back, or have an unwanted baby. Exactly *who* is doing the counseling sessions makes a big difference as well.
