Actually the procurement guidelines are a little more complicated... for example equipment can be purchased from allies, as long as replacement parts are available locally... makes sense strategically as well as economincally: no major production costs associated with establishing a new facility, only retooling costs. However major production jobs are lost, as well as the future oppurunity for major restruction and producation of the equipment.
