Panhellenic can see a LOT of things that national organizations don't. You can be all smiles and goodness when your traveling consultant comes to town, but few chapters maintain the charade all year for their fellow students and sorority members.
Anything that affects the Greek system as a whole, affects Panhellenic. I know at my school, our Greek Life advisor would be the person who would know if we were violating Risk Management rules. Panhellenic and nationals should be working in tandem... but I would need more specific examples to feel like Panhellenic was overstepping its boundaries.
