I don't think it was even a matter of Puff realizing/admitting that de band was going nowhere... I think he purposely picked dramatic characters that were gonna get people watching the show, cause that's where the money was. Did we really even care about the music? If he'd picked people who were actually gonna be hot, it wouldn't have been half as dramatic... so he picked a bunch of people who THOUGHT they were hot and didn't know how to act to keep things poppin every week.
Puffy's gonna get that money, he's not that dumb!
