Say a group gets together at a college and decides to pursue national affiliation, or a college's IFC or Panhel decides to open up for expansion. Now say there was a chapter of ABC there 5-10 years ago, which closed for non-bad reasons. Is "preference" usually given to an organization that previously existed on a campus, if that org decides they want to come back? Is there an NIC/NPC rule regarding this?
