Genetically, it would be impossible to breed across species like that.
Tigers have different genes than lions. Although they are of the same Family group under the animal kingdom, the genes are not "syngeniec", they are orthologous.
Aside from it being a waste of time to develop some stupid procedure like that (DAYUM glad that is not my research), the practicalities of animal care would be psychotic. Tigers require more food than lions. In fact, lions only eat when necessary.
If anything, Lions are more closely related to Hyenas than Tigers.
However, the Bengal Tigers (like Tony the Tiger) seem to fair well in the African Wetlands and Estruaries when they were relocated from Asia...
The only way some crazy cloning scheme like that might occur after 1000 tries if there was IVF manipulation, with H.A.T. hybridoma techniques and hope there is enough diploidy to implant in some large domestic cat... But good luck with that...
