What about security cameras? You can get them fairly reasonably priced at Sam's Club? Put one up so it films your
window and the part of the street he would be most likely to park. You can monitor and videotape at the same time.
Getting him on film will definitely aid in catching (ie, get a license number-calling when you see him outside and the police can nab him in the act) AND prosecution WHEN he is caught.
