A "redevelopment plan" usually means that all the current members remain active (unless there are a couple who the national identifies as not living up to standards) but the national HQ and volunteer force helps them in a major way with things like recruitment, officer training, budgeting, etc. The national may or may not have more of a hand in who receives or doesn't receive bids.

Of course if there are present members who don't want to participate they are free to go alum - but basically when an NPC wants to "alumna-fy" all or most of the active members it's called a recolonization. They have up to one year afterwards to restore the chapter to an active state without losing their place on the University's Panhellenic.

In other words, from what I've seen, redevelopment doesn't equal recolonization, dormancy or cleaning house, unless the sorority doesn't want to admit what it's doing and thinks "redevelopment" is a prettier word.
