An NIC/NPC organization may call something hazing when NPHC orgs do not. Rules are written and interpreted differently from organization to organization.

For example, an NPC group considers it hazing to have new member quizes -- and yes, that's inconsistant with NPC policy. You could almost certainly get by with it under NIC/NPHC rules though.
