I can't speak for the entire fraternity, but I believe it is because we are very chosey on where we colonize/have colonized and we give the members a chance to "prove themselves" before we decide it's time to close a chapter. We also make sure there are as many resources as possible for the chapters--whether they are struggling or the best in their province.
