Talk with the manager.

If that gets you nowhere, write a letter to the owner/supervisor of the manager (you said this store is "on campus," so I assume there is someone in the University hierarchy the manager answers to). Enclose a copy of the order form and invoice, and describe all the ways that the order was filled incorrectly, including the late delivery. Inform them that you will no longer be doing any business there. Be sure an show that you have cc'd every GLO (not just IFC and NPC) on your campus, and maybe even on nearby campuses, as well as the Better Business Bureau and University administration (if indeed it is a campus store of some kind).
