Although the advice has been to recruit a few friends and then talk to Nationals, both can really be done at the same time. Start by sending email to
chapter.services.dir@apo.org saying what school you are at and your US mail address and phone number and any questions you might have. The Chapter Services Director is the Fraternity Professional who works with extension efforts at the National Level. They will put you in contact with the volunteer staff in your area.
(And yes, people here are curious as to what school. They aren't trying to pry, just interested as to where you are)
