Oh but it has happened, especially when a campus is trying to reach out to African American students. The presence of NPHC orgs is a good marketing tool.
Re: City-wide. For Delta, this usually happens when there are a number of schools within a city and no one school can support a chapter alone. In this case, the chapter also does not need school approval to be chartered, but it is helpful if one or all of the schools recognize it as a student organization for the purpose of using facilities for events, etc. The collegiate chapter here in the Twin Cities is a city-wide chapter that encompasses about eight schools.
