Membership in NPHC is not allowed on a local level. However, there are campuses that have allowed organizations (I've seen it with Latino/a organizations where there is no Multicultural Greek Council) to be members despite the fact that it goes against NPHC constitution. There are only 9 organizations recognized by the council and there is a very detailed process by which an organization can become an affliate.

But what about, for example, local sorority Beta Beta Beta wanting to become a chapter of say Zeta Phi Beta?
With NPC chapters local sororitues can petition an NPC organization to become one of their chapters. My chapter of Pi Beta Phi was founded this way. We started off as a local called Delta Sigma Chi.
