I'm curious to know what the expansion process is like for NPHC orgs. At a university, would the university invite the GLO to colonize or would the GLO establish a chapter that would then seek recognition by the school? Could a local org become a chapter of an NPHC org? How would the process differ for a citywide chapter?
I hope asking this question isn't straying too close to the prohibition against discussing membership selection. I'm not asking how the specific chapter founders are chosen; I'm curious about the general process.

I've never heard of a university seeking out an NPHC chapter to come to their campus. Usually its the other way around.
Membership in NPHC is not allowed on a local level. However, there are campuses that have allowed organizations (I've seen it with Latino/a organizations where there is no Multicultural Greek Council) to be members despite the fact that it goes against NPHC constitution. There are only 9 organizations recognized by the council and there is a very detailed process by which an organization can become an affliate.
I'm confused about the question on city-wide chapters.
