Sometimes some counters have you buy makeup afterwards. MAC's policy is to buy at least $40. And with the other counters your kind of obligated to buy some makeup if they do a full makeover. And you can't go getting a makeover everyday...
and maybe some people just don't want to spend $20+ on a freakin eyeshadow...
